After all, we clearly understand that there is the concept of psychiatric care (this is more competence MOH) and the concept of mental health (competence of many ministries - Ministry of Social Policy, Ministry of Education, Ministry of Defense, Ministry of Interior, etc.).
The experience of European countries - proof. There are established interagency advisory bodies that bring together all these ministries and departments. This is the first. During the 4 years of the project 144 of our experts (psychiatrists, nurses, managers, economists, health care, government fast officials) were trained in German clinics funded by the Ministry of Health fast of Germany.

Among the latter, they noted imperfection Ukrainian legal framework. Imagine we are still guided by several orders of the Soviet Union, which is simply can not and should not work! You also need to amend the Law of Ukraine fast "On Psychiatric Care" - its rules do not always correspond to the European requirements. In general, we have found that it makes no sense to make some changes to orders, other legal acts, should do their full revision and submit new documents into the package.
Another problem, which noted German colleagues - no real inter-agency cooperation in the matter of mental health care in Ukraine. Both of these problems can be solved only through the creation of state mental health programs.
